Whatever you'd like to share would be really helpful to me - it takes about a day to sort and compile and format this list.  It's work I love to do and, even though I don't get to a lot of the events, it's comforting to know I'm helping people find places to be involved for progressive change.

2.  Fish needs a place to live!  can you help?

Yes, I need a place to live!  My needs may sound pretty vague at this point, but it's because I am not totally sure where I should be moving at this stage in my life, and so I am letting the universe help me decide by sending me a sign.  PLEASE FORWARD this to anyone you know that could help, particularly those with an existing household with a room for rent.

My name is Fish and I am a self-employed computer consultant (and electronic musician), working over the Internet, which means that in theory I can work from anywhere in the world.  Though the reality is, I am only considering four locations right now (I am currently on Commercial Drive but considering taking a break from Vancouver for a while):

- Vancouver (preferably Commercial Drive or Main Street areas)
- Victoria (Fernwood would be awesome, but open to other suggestions)
- Sunshine Coast
- various Gulf Islands

I am trying to find a one bedroom suite for either Nov 1 or Dec 1, preferably for no more than $700 per month (and cheaper is better), OR a room in some kind of shared accomodation with cool people.  Internet hookup (or potential to get one) would be ideal, but not totally necessary if there is a friendly web cafe in the area that I could work from.

I have extensive experience in communal living situations and am generally considered to be a good roommate.  I play electronic music as a sideline but have rented studio space so I do not practice at home at this point in time (though a place with built-in studio space would be ideal and I would pay extra for this!)

I would like a space that is electronic music friendly, at least some of the time (because that's what I like to listen to when I'm cooking or doing dishes ) and if it was pet friendly that would be nice, though not essential (I would like to get a cat again sometime, but if the place already has a cat that I could bond with, that would be good too!)  I am not a tobacco smoker and would prefer to live with others who aren't.  Moderate levels of alcohol use won't offend me in any way, but a place that is a full-on constant party pad is NOT what I'm looking for.

With Joey living in Nanton Alberta all winter the Outlaws will
be taking a hiatus for a while.  We may play a show or two over
the winter but not for cheap.  So check the listings below,

doing another Rebel Spell show in Whistler, visiting Smithers

Dear Friends of Rhizome-
 
Fall is upon us and we have numerous exciting events coming up this month.  Read on for details!  In the meantime, we'd like to report that Rhizome's lentil experiment is going as well as we hoped it would!  We announced in our last mailing that we've added a new item to our menu: a tasty lentil-mint-sundried tomato-lemon stew we're calling "Lentils are Everything."  The interesting thing about the stew is that we're selling it on a pay-as-you-feel basis, which requires people to analyze the worth of Rhizome and the food, as well as their ability to pay-and then deposit whatever they decide to pay confidentially into a box by the till.  Now, after a month, we can report that this social and economic experiment is going well.  We suspect that some people pay quite a lot while others pay very little, and we know that (so far) it has all worked out in the end.
 
Come by to try the lentils, as well as the other great things on our menu.  We're open for lunch, dinner, and weekend brunch, as well as for casual coffees and drinks anytime.  Also, keep in mind that our meeting room is available for use by community groups.  Our hours and contact information are listed at the end of this message.
 
A couple of other things to report:  1) Please note our special Thanksgiving weekend hours:  We'll be closed on Sunday October 7th, Monday the 8th (as usual), and will open late at 4:00pm on Tuesday the 9th.  2) Let us know if you'd like to book holiday parties, large or small, here in December.  We have a few calendar slots open.

A note on our name:
In the botanical sense, a rhizome is a root system that some plants (like lilies and orchids and ginger and bamboo) use to spread themselves about.  While the roots of most plants point generally downward, the rhizome is a horizontal root system that runs parallel to the surface of the ground.  The plant sends shoots up from nodes in the rhizome, creating what look like many separate plants.  These seemingly unrelated individuals are actually all connected, through a system that's not immediately visible to the eye.

Awards are offered by The Simons Foundation and International Security Research and Outreach Programme of Foreign Affairs and International Trade Canada
DOCTORAL RESEARCH AWARD
$5,000.00
3 Doctoral Research Awards of $5,000.00 are available to support research, writing and fieldwork leading to the completion of a major research paper or dissertation proposal on an issue related to disarmament, arms control and non-proliferation.

MASTERS RESEARCH AWARD
$2,500.00
4 Masters Research Awards of $2,500.00 are available to support research and writing leading to the completion of a major research paper or thesis on an issue related to disarmament, arms control and non-proliferation.
All awards include travel support (transportation, accommodation, and meals) to Ottawa where successful candidates will be expected to present their completed research papers to officials of Foreign Affairs and International Trade Canada during a special consultation to be held in the Fall of 2008.

In just twenty short months British Columbians will go to the polls. On May 12th, 2009 we get
a second chance to vote YES for BC-STV.

In May 2005, 57.7% of voters voted YES. Only twice before have we elected our provincial government with support that high! In 2001 when our provincial government was elected with slightly less, 57.6%, and also carried 77 out of 79 ridings, it was called a landslide. For BC-STV, it fell just short of the unprecedented 60% threshold.

In 2009 we need to SAY YES, LOUDER.

Many of those who did not vote yes, indicated their main reason was a lack of knowledge. Certainly, given the twin barriers of having no significant funds committed to public education and a disingenuous misinformation campaign by a small group of well known retired politicians and bureaucrats the final result was quite remarkable.

Why did BC-STV win the support of a majority of voters making a second referendum necessary? The answer is simple:

BC-STV is right for BC

We want the fair and proportional results, enhanced local representation and greater voter choice BC-STV will deliver. Our current system has a long history of wrong winners, false majorities, no opposition, minimal choice, polarization, disempowered local representatives, under representation of women, minorities and small partiesŠ The list goes on, but British Columbians say STOP, enough is enough.

BC-STV was designed by citizens, to serve the best interests of citizens.
Voters respect the Citizens' Assembly <http://fairvotingbc.cmail5.com/l/253945/l/www.citizensassembly.bc.ca>process. One hundred and sixty randomly chosen citizens spent twelve months listening to their fellow British Columbians and studying electoral systems before recommending that BC-STV was the best way to meet our needs.

BC-STV, a good system from a trusted source

Despite the strong arguments in its favour it is going to be a tough battle in 2009.

   * Some people might think the wrong winner outcome of 1996, and the
     hugely disproportionate outcomes in 2001 were aberrations of our
     current system - rather than standard outcomes, which will
     reoccur. Given that the outcome in 2005 was less egregious than
     usual, will citizens think the problem has fixed itself?

   * The fully funded education campaign promised by Gordon Campbell in
     the Fall 2005 Throne Speech has yet to materialize.
   * Last time detractors underestimated the support for STV and did
     not mobilize until late in the campaign. The misinformation will
     start early in 2009.

But, the state of democracy in British Columbia is too important to let a few roadblocks stop us!

With your help we will work to ensure that British Columbians have the information they need to independently evaluate BC-STV. We are not afraid of honest comparison and vigorous debate. We know that when British Columbians get a chance to learn about BC-STV they like what they see. It only makes sense; after all, it was designed by British Columbians, for British Columbians.

The B.C. government announced $365 million for emergency shelters, rent
supports and permanent housing from now until 2010 in Tuesday's budget.

It also created a new $250-million Housing Endowment Fund to stimulate
innovative housing experiments.

"Budget 2007 is introducing the most aggressive, ambitious, comprehensive
housing initiative in the history of British Columbia," said Finance
Minister Carole Taylor.

However, housing experts and municipal politicians were not completely sure
by the end of Tuesday what the new housing money would provide.

"It's hard to track all the different funds," says Mayor Sam Sullivan, whose
housing staff is poring over the documents to figure out exactly what they
mean for Vancouver.

Many praised the government for some initiatives, especially the housing
endowment fund and the money for more shelter spaces.

"It's a good start," said Sullivan. He hoped the money will mean that 90 new
permanent shelter beds can be created in Vancouver, along with 300 permanent
housing units on some of the 12 sites it has available.

The city's official homelessness strategy has a goal of building 800 units a
year.

Salvation Army Capt. John Murray said the shelter money is a "significant
investment in the lives of people we work with every day."

But some critics said the province will actually end up with slightly less
permanent social housing at the end of three years than it started with.

"Basically, there is no real money for social housing," said Coun. Tim
Stevenson. That's because the budget provides money to convert 750 units of
existing social housing to seniors' housing, while it appears that money
dedicated to build permanent new units of social housing will only pay for
600.

"Housing is actually being taken away," said Stevenson.

It was difficult to decipher the budget documents, but housing expert Alice
Sundberg said it looked to her as though 450 of the 600 permanent units were
those announced last fall, when the provincial government launched a
homelessness initiative.

The budget added another $38 million in order to bring the number up to 600.

"They're re-announcing numbers because they announced the 450," said
Sundberg, executive director of the B.C. Non-Profit Housing Association. She
described the housing measures in the budget as "a start."

"Once you start to see the details, it really starts to fall short of what's
really needed," she said.

Economist Marc Lee, of the Canadian Centre for Policy Alternatives,
concurred.

"There are some worthwhile initiatives, but it's spread pretty thinly. And
it actually doesn't add any new housing."

The budget did include a massive increase in the province's annual emergency
shelter program from about $20 million to $30 million a year. That works out
to a total of $27 million in new money over the next three years. That money
will make it possible for five emergency shelters that would have had to
close to remain open, including those at Belkin House in Vancouver and
William Booth in Abbotsford.

It will also allow 300 cold, wet-weather shelter beds to stay open
year-round, bringing the total number of year-round shelter beds in the
province to 1,300.

Murray said the new money may also allow the Salvation Army to convert the
cold-wet weather shelters it now has in the Downtown Eastside, the Haven,
the Anchor, the Beacon and Crosswal, to permanent shelters.

The province also announced Tuesday that it will set aside $250 million from
this year's surplus to create a permanent Housing Endowment Fund.

"I feel it's our moral obligation to try and set aside some dollars for the
future," said Taylor.

The interest from the fund, estimated at $10 million a year, will be used to
pay for housing projects that would not otherwise receive money.

"The purpose of this fund is for new, imaginative ideas," said Taylor. "This
is for new pilots, new models."

Sundberg said the endowment fund is "probably the most exciting aspect of
the whole budget," saying it should help non-profit groups to develop new
housing.

Tuesday's budget also includes:

- $45 million over the next four years to convert up to 750 social housing
units into supportive housing units for the elderly.

- $6 million over the next three years to help pay for more staff at
transition houses for battered women so the shelters can stay open 24 hours
a day, seven days a week.

- $123 million more in rent subsidies.

- $101 million in transfers from the federal government which the province
plans to spend on housing, half on supportive housing for the mentally ill
and drug addicted and half on off-reserve housing for aboriginals.

Premier's Budget Speech

"And so, Budget 2007 has been crafted to help the people of B.C. with their
personal housing challenges. It takes a comprehensive approach with
initiatives for the homeless, those on income assistance, people living in
social housing, families renting market housing … first time home buyers,
long-time homeowners, seniors, veterans and those with disabilities.

And that's not all. At the end of the day, a strong economy … and a balanced
budget with a strong surplus … allows us to do one more thing:

It allows us to leave a housing legacy for our children.

As part of Budget 2007, we are announcing a $250 million Housing Endowment
Fund that will exist in perpetuity to stimulate and encourage new ideas and
innovation in housing.

We must find new ways to meet the diverse needs of those individuals and
families who aren't being served through older, more established programs.
We need new ideas for a new age.

We need housing choices for the aging parents of disabled children who want
to partner with government in finding solutions.

We need different housing options for those with addictions and mental
illness.

We need to rethink what aging in place means … considering that a quarter of
our population will be over 65 in the not-too-distant future.

This new Housing Endowment Fund will set aside $250 million from this year's
surplus … in a special account. The money will be invested to generate an
estimated $10 million a year.

That's an additional $10 million that will be available … year after year …
to support new and innovative housing solutions — over and above our
existing programs.

Our strong economy has made this possible. And it is incumbent on
government, in good times, to make provision for the future.

This $250 million Housing Endowment Fund is a legacy we leave for our
children … not just today, but for tomorrow as well … and for all the
tomorrows to come."

Dear Friends,

We are an action group made up of low-income people who live in hotels,
outside, in shelters or social housing.
This is an appeal to join us in requesting that the United Nations take some
action to enforce human rights in Canada in regards to the lack of housing
and growing problem of homelessness in our neighborhoods, city, province and
country.  The United Nations is sending UN Special Rappateur on Housing,
Miloon Kothari to investigate in the middle of October of this year.  He
plans to meet with various NGOs in the Downtown Eastside of Vancouver on the
topics of 1) housing and women 2) housing and aboriginal people 3) the
Olympics and homelessness.
The following summarizes our appeal to them:

Summary of United Nations letter:
Homelessness and similar symptoms of poverty continue to plague Vancouver.
For instance, homelessness is increasing in Vancouver with 1,500-2,000
people sleeping outdoors and 700 in shelters despite BC having one of the
most prosperous economies in Canada, and despite Canada being one of the
richest countries in the world.

According to a joint report written by the Olympic Partners in March 2007,
the legacy of the games is to end homelessness “in the City of Vancouver” by
building 3,200 new social housing homes, raising welfare rates by 50 per
cent and getting rid of the barriers to welfare.  Instead, our governments,
which have the capability to end homelessness and poverty, are taking only
token steps.

The provincial government is running a budgetary surplus this year of $4.1
billion.  The federal government had a surplus of $6.4 billion in the first
quarter of 2007.  To get a start on ending homelessness in Vancouver by 2010
would cost $640 million, according to the Canadian Centre for Policy
Alternatives.

Canada has been reprimanded numerous times by the United Nations for human
rights violations.  Of all the UN treaties and conventions that it has
ratified, Canada has not incorporated any of their critical social and
economic elements into provincial or federal jurisprudence.
As was done in the UN’s State of the World Population report of 2007, we ask
for intervention by the UN to help us solve this most pressing problem.

3. Public consultation to find out "how important" Climate Change is to the people of British Columbia
The province is conducting a public consultation in which British Columbian's can have a say about `how` taxes could be spent between now and 2020 (a consultation brochure was sent by mail).
The purpose for this outreach is to find out `how important` Climate Change (and associated Green House Gas Emissions) are to the people living in British Columbia. The province will use this statistic, to determine the amount of Dollars to be allocated to GHG reduction projects, initiatives, sustainable transportation infrastructure, tax credits for `green` companies sector and much more.

There are only 6 questions asked, and people don't have to fill in all fields, but it is important that we partake in this process. If you have thoughts such as giving tax credits to people who commute by bicycle or public transit (vs. by car) - then this is a great opportunity for your ideas to be heard.

If people care, it is of real importance that everyone voice their opinion. This can be done before the consultation deadline October 19 (Friday next week).

4. Alison Bodine Defence Committee
Following is an update from the Alison Bodine Defence Committee. In addition to the letters mentioned below the committee has received hundreds of letters written by individuals as well as letters from the Canadian Postal Workers' Union, the Calgary Labour Council, Vancouver Island trade unionists and many others.  Why?  I think everyone following this case, or the case of the turning back of Code Pink anti-war activists recently, or the arrest of war resisters Robin Long and Brad McCall, and many others realize the Bodine case is one of many cases where the Canadian Border officials are attacking the right to conscience. We realize that an attack on one, is an attack on all of us.  We don't quibble about someone's political affiliations or choices in political association when it comes to defending basic civil liberties and civil rights. I hope everyone, whether you live in the U.S., Canada or elsewhere, will,  
if you haven't done so yet, write a brief note in support of Alison Bodine.  Her blog:  alisonbodine@blogspot.com has a lot of useful material including a sample letter you can follow to join your voice to this just cause. Over 2,000 Signatures Collected Demanding: Drop All Charges Against Alison Now!

The campaign demanding that the Canada Border Services Agency (CBSA)
drop all charges against Alison Bodine is gaining momentum during the
fourth straight week of actions. The campaign has been ongoing since
September 13th, when Alison was targeted and arrested by the CBSA as
an anti-war and social justice activist.

On Tuesday, October 9, the Alison Bodine Defence Committee held a
successful petition drive and forum at the University of Victoria,
collecting over 500 signatures. In just two  weeks of the "Drop All
Charges Against Alison Bodine!" petition campaign, the ABDC has
collected over 2,000 signatures. The campaign has received support
letters from MPs Libby Davies, Bill Siksay, and Alex Atamanenko, the
Hospital Employees' Union of BC, the Federation of Post-Secondary
Educators, MLA David Chudnovsky and the US-based Interreligious
Foundation for Community Organization/ Pastors for Peace in a strong
show of support for this case of democratic and human rights.

The campaign has made many gains within the last month. One week ago,
the campaign achieved the victory of receiving the full disclosure of
evidence from the CBSA. Thursday's hearing will finally give Alison
the chance to fully defend not only herself but the human and
democratic rights of social justice activists, immigrants, refugees
and all people without residency or status in Canada.

WE NEED YOUR SUPPORT. It has been clear from the beginning that Alison
was singled out for harassment, arrest, detention and this extended
period of uncertainty and legal limbo because of her involvement in
the anti-war movement and social justice organizing. The campaign is
in its fourth week of fighting for democratic and human rights of all
people. Now, Alison's hearing is just one day away. The ABDC is
repeating the call for all peace-loving and humanist people, all
allies of oppressed people fighting for their rights to get involved
and support this important campaign. The ABDC is collecting letters of
support and petition signatures from grassroots organizations, labour
and student unions, politicians, professors and academics and people
from all walks of life to unite in defence of civil liberties. Please
send a letter, sign a petition, and come out to one of the many
rallies in defence of Alison!

I went to the Tree Festival that is held every year at Riverview on Sept 16th and was amazed at the beauty of the gardens on the property. Please consider adding your voice to this petition to keep this amazing place alive in the middle of big money expansion in our city leading to 2010.

If you didn't already know - the Prov government here in BC is attempting to hand over one of the most beautiful landscapes in Coquitlam to big money developers. The Riverview lands are home to an important mental health facility and a nationally-important collection of specimen trees, many almost a century old.
Riverview is one of the most significant green spaces in the Tri-Cities - If you live in the COQ or you've visited Riverview you must know that it's important to our community! The future of the Riverview lands should be decided by the residents of Coquitlam and the Tri-cities!

Basically the petition puts forward that citizens support the 2005 Riverview Task Force Report, which received input from community organizations, and that the government should adopt the recommendations in that report. They recommended that the land be kept in public ownership and the only development on the land should be with respect to services for mental health and wellness, botanical heritage or arts and culture.

The calendar focuses on the work of Naji Al-Ali to shed some light on the plight of the Palestinian people and to mark the 60th anniversary for the Palestinian Nakba (catastrophe).
The proceeds from the sales will be used build a memorial for the 60th anniversary for the Palestinian Nakba in Toronto Canada. The memorial will be designed and crafted by the Palestinian artist Ahmad Canaan.
